Shut off what you can reach
Your apartment's own shut-offs first — under the sink, behind the toilet, at the water heater. If the failure is upstream of those, the building main is usually in the basement or a locked utility closet. Know where yours is before you need it.
Tell the unit below
Knock. It sounds obvious and it's the step people skip. They can move things and put buckets down before the ceiling gives, and that alone is often the difference between a repair and a claim.
Kill power where it's wet
If water is anywhere near outlets, fixtures or a panel, throw those breakers. In a walk-up, water travelling inside a wall reaches wiring you can't see.

Get the unit above shut off, or the building main if you can't reach them. Then put buckets down, kill power to anything wet, and photograph it. The leak is theirs to fix but the damage is yours to document, and adjusters care a great deal about photos taken before the cleanup.
What counts as an emergency?
Water you can't stop, sewage coming back into the building, no water at all, or a gas smell. Those get a van now. A dripping tap or a slow drain is a scheduled visit and we'll say so rather than charging you overnight rates for it.

That's usually the sewer at capacity rather than a fault in your plumbing, and below-grade fixtures are the first opening it finds. A backwater valve is the real answer, and it's a planned job rather than an emergency one — but it's worth booking before the next storm rather than after.
