Heat in these buildings is often a boiler feeding radiators, steam or hot water, with one system serving two or three apartments. Permits
Permits in Paterson: what's required and who files
New Jersey's Uniform Construction Code treats a like-for-like replacement of a water heater, boiler, furnace or AC condenser as minor work under N.J.A.C. 5:23-2.17A. In plain English, that means the contractor gives the construction office notice before starting, files the permit within five business days, and an inspector still comes out to look at the finished job. It is faster than a full permit application, but it is not "no permit."
Anything beyond a straight swap, such as a new gas line, relocated equipment, new ductwork or a system where none existed, goes through the standard permit process. If the job needs a new electrical circuit or disconnect, which a new central AC system almost always does, the electrical subcode applies as well and gets its own inspection.
Paterson permits are handled by the Division of Community Improvements, which houses the UCC office at 111 Broadway. Office hours are Monday through Friday, 8:30 to 4:30. If your building sits in one of the city's historic districts, the Historic Preservation Commission may also have a say in anything visible from the street, such as where a condenser or vent terminates. Water, flooding and sump pumps in Paterson
PSE&G supplies both electric and gas in Paterson. Water comes from the Passaic Valley Water Commission. PVWC has dealt with a run of main breaks in 2025, and a break on your block can push sediment into a water heater or clog aerators and fill valves after service is restored. If your water pressure or color changes after utility work, that is worth a call rather than a wait.
