Homes & neighborhoods

West Milford neighborhoods and the homes we work in

West Milford started as a resort town. Before World War II, trains brought summer visitors from New York City, and road maps in the 1950s still listed about 2,000 winter residents against 10,000 in summer. Over about 20 years after the war, the township shifted to year-round living. If your house started life as a summer place, the things worth checking are the ones added later: heat in rooms that were never meant to be used in January, and supply lines run through crawl spaces.

The township's 2010 housing plan, using 2000 Census figures, counted 9,909 housing units, 88% of them single-family detached. The median home was built in 1963, about 12% predated 1940, and about 44% predated 1960. With a median year built of 1963, about half of those homes are now more than 60 years old. At that age, original drain and supply piping is worth a look whenever the heating equipment is being replaced.

Heating is mixed. The township's Community Energy Plan, adopted in 2026 and drawing on 2020 Census survey data, puts natural gas at about 46% of homes and oil at about 28%, with electricity at about 12% and wood and propane each under 10%. For an oil home with a PSE&G gas main in the road, an oil-to-gas conversion is worth pricing. Where there is no gas, a ducted heat pump is the other option to price, especially with the electric utility rebates covered below.

Either way, we start with what is already there. Hot-water baseboard and forced air are both common in houses of this age, and the right answer depends on the piping or ductwork behind the equipment as much as on the equipment itself. See boiler heating and furnaces for how we price repairs and replacements.

Dates that shaped the work here

  1. 1950sSummer town

About 2,000 winter residents and 10,000 in summer.

  2. 2012Hurricane Sandy

JCP&L's restoration estimate for the township: November 11.

  3. 2018Veolia takes over

The township's water and sewer systems are sold to Veolia.

  5. 2027New treatment plants

Veolia's $38 million plant replacement due to finish.

Electric service in West Milford is split. JCP&L serves part of the township and Rockland Electric, part of Orange & Rockland, serves another part. PSE&G is the gas utility, and with about 46% of homes heating with natural gas, service reaches a good share of the township but not all of it. PSE&G can confirm whether there is a main on your road. Veolia bought the township's water and wastewater systems in 2018 and is building two replacement treatment plants, expected in mid-2027.

Homes outside those systems rely on their own well and septic. The township's land use plan notes that Highlands rules prohibit new or expanded water and sewer service except in limited circumstances, and that central water and sewer will not be available around Pine Crest Lake. If your house is on a well and septic, we handle the plumbing and heating inside the house. We don't work on wells or septic systems.

Power outages are worth planning for here. JCP&L's November 7, 2012 update after Hurricane Sandy still gave November 11 as the estimated restoration date for West Milford, and its November 11 report showed 195 township customers still out after Sandy and the snowstorm that followed. In May 2024, Rockland Electric reported 1,203 West Milford customers still without power the day after a storm. In March 2025, high winds cut power to nearly 250 JCP&L customers in the Apshawa area.

A long outage stops a sump pump unless it has battery backup, and on a private well it stops the water too. In a cold snap, a house without heat can freeze its pipes, starting with lines on outside walls and in crawl spaces, so know where your main shutoff is before you need it. If a pipe bursts, call for emergency pipe repair. West Milford is a longer run from our Haledon shop than the towns closer in, and we won't pretend otherwise, but the same commitment applies: a technician within 90 minutes of your emergency call or $50 off.

Permits

Permits in West Milford: what's required and who files

Most equipment replacements fall under New Jersey's minor work rule, N.J.A.C. 5:23-2.17A. Replacing a water heater with one of like capacity, or a boiler, furnace or central air unit with one of equivalent capacity, counts as minor work. Notice goes to the township before the work starts, the permit application follows within five business days, and an inspection is still required. In plain English: the job can start the same day, the paperwork follows, and an inspector still checks the work. New gas lines, relocated equipment and new electrical circuits go through the regular permit process instead.

West Milford's Construction Department is in the municipal building at 1480 Union Valley Road. The office line is 973-728-2780, the construction official is at 973-728-2725, and the plumbing subcode official is at 973-728-2758. When a job requires a permit, we file it. Straight repairs generally don't need one, and we tell you which category your job falls into before work starts.

Our NJ permits guide covers the process in more detail, and our Passaic County page covers the rest of the county.

When a replacement needs a permit, Rescue files it and coordinates the inspection. Straight repairs usually don't need one, and we tell you which yours is before you commit.

Before we arrive

An emergency in West Milford: what to do first

Three things that limit the damage while the van is on the way.

  1. Water: shut the main

A burst pipe or a failed water heater is usually stopped at the main shutoff, typically where the water line enters the basement. Our shutoff guide shows how to find it. Then call us.

  2. Gas smell: get out first

Don't flip switches or use the phone inside. Leave the house, then call your gas utility's emergency line or 911 from outside. Once the utility has made it safe, we handle the repair. See gas line service.

  3. No heat: three quick checks

Check the thermostat batteries and setting, the furnace or boiler switch and breaker, and a clogged filter on a furnace. If it's still down, call. No heat in freezing weather gets a van now, any hour. See furnace repair.

  2. The full price in writing before work starts
  3. The $79 comes off the total when you go ahead

If you decide not to go ahead, the $79 is all you pay. Every job carries a one-year parts and labor warranty, and when a job needs a permit we file it as part of the work. Technicians are background-checked. NJ Master HVACR Contractor Lic. #19HC00145700 · bonded · insured · $2M liability coverage.

Rebates in West Milford

Which rebates apply depends on your utility. JCP&L and Rockland Electric each run programs for their electric customers with incentives on qualifying heat pumps and heat pump water heaters, and if you are a PSE&G gas customer, ask whether PSE&G's program covers your equipment. If you heat with oil or propane, ask about these when we price a heat pump. Amounts and rules change, so we check the current program for your account before quoting.

The federal 25C tax credit for this equipment ended December 31, 2025, so the utility programs are what remain. Current details are on our NJ rebates page.

Plumbing and HVAC in West Milford: the questions we get

Is West Milford too far for an emergency call?

No. Dispatch runs 24/7 with a live person answering, and an emergency in West Milford carries the same commitment as anywhere else we serve: a technician within 90 minutes of your call or $50 off. It is a longer drive than the towns near our Haledon shop, so for non-emergency work we give you a scheduled window we can actually keep.

Can I switch from oil to gas in West Milford?

Often, if PSE&G has a gas main on your road. About 46% of West Milford homes already heat with natural gas, but service doesn't reach every street, so the first step is confirming gas service with PSE&G. If gas isn't available, a ducted heat pump is the other option worth pricing.

My house is on a well and septic. Can you still help?

Yes, with everything inside the house: supply piping, fixtures, water heaters, drains, boilers and furnaces. We don't work on wells or septic systems, so if the problem turns out to be the well or the septic, we'll say so and you'll need a well or septic contractor for that part.

How fast can you get to an emergency in West Milford?

Dispatch runs 24 hours a day with a real person answering, and an emergency in West Milford goes out from our shop at 2 John St in Haledon. Our published commitment is a technician on site within 90 minutes of your emergency call, or $50 off the job.

What does a visit cost?

The diagnostic is $79. A licensed technician finds the actual problem and prices the repair in writing before any work starts. Go ahead with the job and the $79 comes off the total; decide not to, and $79 is all you pay.

Are you licensed and insured?

Yes. NJ Master HVACR Contractor License #19HC00145700, bonded, and insured with $2M in liability coverage. Our technicians are background-checked, and the work carries a one-year parts and labor warranty.
