Homes & neighborhoods

Elmwood Park neighborhoods and the homes we work in

Elmwood Park began as the Dundee Lake section of Saddle River Township, broke away as East Paterson in 1916, added Rosemont in 1917, and took its current name on January 1, 1973. The 2023 American Community Survey puts the median year built at 1957. City-Data separates the two housing types: a median of 1955 for houses and condos, and 1968 for apartments.

The mix matters as much as the age. The same survey data shows 51.8% single-family and 48.2% multi-family, and 42.6% of homes are rented. City-Data counts 2,161 units in two-unit buildings, about 28% of its total, with more in three- and four-unit buildings and in larger complexes.

A two-family house often means two of everything: two water heaters, two heating systems and two thermostats, usually in one basement and usually draining to one sewer line to the street. When one unit's equipment fails, it is worth checking the age of the other unit's while someone is already there. Owners who rent out a unit should know where each unit's shutoffs are before there is a leak.

Most houses here run on gas: City-Data shows 84.1% of houses and condos on utility gas, with 6.9% on fuel oil or kerosene. In a home from the 1950s the furnace or boiler has often been replaced at least once, while the ductwork, radiators and piping behind it are often older. If you are still on oil and gas is on your street, an oil-to-gas conversion is worth pricing.

PSE&G is replacing aging cast iron gas pipes in Elmwood Park with plastic or coated steel, with that work expected to run through 2027, and it connects service lines and meters to the new main. Its work stops at the meter. Piping on the house side belongs to the owner, and that is where a new range or dryer calls for gas line work.

Dates that shaped the work here

  1. 1903October flood

River reaches 8.4 feet at the Dundee Dam gauge.

  2. 1999Hurricane Floyd

17 flood insurance claims, the most of any storm here.

  3. 2011Hurricane Irene

Passaic crests at 5.9 feet; 14 claims in the borough.

  4. 2021Hurricane Ida

8 flood insurance claims in the borough.

PSE&G supplies electricity and gas in Elmwood Park. Water comes from the borough's own system, run by the Department of Public Works, and the state lists it as supplied by the Passaic Valley Water Commission through wholesale contracts. Sewage goes into the Passaic Valley Sewerage Commission system.

The Passaic River is the borough's western edge, and the National Weather Service gauge at the Dundee Dam tells you when it becomes a problem. At 4.5 feet River Drive begins to flood; at 5.5 feet the industrial area near Route 80 follows; at 6 feet the water reaches River Road at River Drive and Market Street. Irene crested at 5.9 feet on August 30, 2011, and the 1903 flood reached 8.4 feet. Fleischer Brook is a smaller mapped flood source inside the borough.

FEMA flood insurance data shows 99 lifetime claims in Elmwood Park, led by Hurricane Floyd with 17, Irene with 14, and Ida and an April 2007 nor'easter with 8 each. A flood guide citing the county's 2026 draft hazard plan puts about 7.36% of the borough in the 1% annual chance zone and 21.98% once the 0.2% zone is included, so most of the mapped flood land is moderate-risk, where a federally backed mortgage doesn't require flood insurance.

A sump pump with battery backup is worth having in a finished or equipment-filled basement, since storms that flood basements also cut power. Check where it discharges: borough water rules restrict sending groundwater or stormwater into the street, a neighbor's property or the sanitary sewer. A backwater valve keeps a surcharged sewer from pushing water up through a floor drain, and a camera inspection through sewer line repair shows the condition of an older lateral before anyone digs. If a pipe bursts, emergency pipe repair is covered by our guarantee: on site within 90 minutes of your emergency call, or $50 off.

Permits

Permits in Elmwood Park: what's required and who files

The borough's Building Department says plainly that hot water heaters need a permit, including replacements, and advises calling if you are not sure about a project. Under New Jersey's minor work rule, N.J.A.C. 5:23-2.17A, replacing a water heater, boiler, furnace or air conditioner with one of like capacity is minor work: the borough is notified before the job starts, the permit application follows within five business days, and the work is still inspected.

Work that is not like-for-like goes through a regular permit before it starts. That includes new gas piping, moving equipment to a new location, or a new circuit for an outdoor condenser. Rescue files permits when a job requires one. The department also says most permits are valid for one year and that you call for a final inspection when the work is done, so the permit can be closed.

Before we arrive

An emergency in Elmwood Park: what to do first

Three things that limit the damage while the van is on the way.

  1. Water: shut the main

A burst pipe or a failed water heater is usually stopped at the main shutoff, typically where the water line enters the basement. Our shutoff guide shows how to find it. Then call us.

  2. Gas smell: get out first

Don't flip switches or use the phone inside. Leave the house, then call your gas utility's emergency line or 911 from outside. Once the utility has made it safe, we handle the repair. See gas line service.

  3. No heat: three quick checks

Check the thermostat batteries and setting, the furnace or boiler switch and breaker, and a clogged filter on a furnace. If it's still down, call. No heat in freezing weather gets a van now, any hour. See furnace repair.

Rebates in Elmwood Park

Because PSE&G supplies both electricity and gas in Elmwood Park, its residential programs are the ones that apply here, including instant rebates on qualifying furnaces, boilers, central air, heat pumps and water heaters that come off the invoice instead of arriving later by mail. Eligibility and amounts change, so check before you buy.

The federal 25C tax credit for this equipment ended for anything placed in service after December 31, 2025, so the utility programs are what remain. Current details are on our NJ rebates page.

Plumbing and HVAC in Elmwood Park: the questions we get

Do I need a permit to replace a water heater in Elmwood Park?

Yes. The borough's Building Department lists hot water heaters among the work that needs a permit. A like-for-like swap is "minor work" under N.J.A.C. 5:23-2.17A, so notice goes in before work begins and the permit application follows within five business days. The office is at 182 Market Street, 201-796-1457, ext. 8802. Rescue files permits when a job requires one.

Can my sump pump drain into the sewer or the street?

Borough water rules restrict discharging groundwater or stormwater into streets, neighboring properties or the sanitary sewer, so a pump tied into a laundry line or basement drain is a problem. If you are not sure where yours goes, have it traced before the next storm. Our sump pump page covers installation and battery backups.

PSE&G is replacing the gas main on my street. What does that mean for my house?

PSE&G's Elmwood Park project replaces aging cast iron pipe with plastic or coated steel and connects service lines and meters to the new main. Its work stops at the meter. Piping on the house side stays with the owner, and that is a good moment to have any new appliance connection looked at.
